Until quite recently, Chinese officials claimed that Latin America and the Caribbean (LAC) were beyond the central geographic scope of both the continental Eurasian “belt” and the Asian and African maritime “road.” From 2017, however, an increasing number of countries in South and Central America, as well as in the Caribbean, have signed BRI-related memoranda of understanding and announced related business deals, signaling that the BRI has now extended to the Americas. Nevertheless, despite the hype and anxiety surrounding the BRI’s apparent extension to the region, it remains unclear whether its rollout there will change entrenched patterns, challenges and dysfunctions in the China–LAC relationship or merely deepen them. Moreover, at a time of growing U.S.-China strategic rivalry, the expansion of BRI-themed dealmaking in LAC is already playing into growing great power competition and tension.

THE MONROE DOCTRINE IN LATIN AMERICA (LA). According to John Bolton ( Trump National Security Adviser), the 100 year old Monroe Doctrine (Ref #1) is still at the heart of US foreign policy in LA, expanded to include Russia and China. The doctrine reflects the dichotomy of US anti-colonialism then and the imperialism of today and how it pivots to continue dragging the spiral of poverty, corruption and militarism in LA. Venezuela and Central America are it's latest victims. The combination of global trade and the Belt and Road Initiative (BRI) offer the best opportunity for the Latin American and the Caribbean Region (LAC) region to create capital and prosperity for investors and workers alike. John Bolton, Trump and Pompeo should get their dirty fingers out of Latino-America. The LAC should fight hard to remain within the geographic scope of the Silky Road (BRI); their future economic prosperity and independence depends on it. China should do as the LAC wishes and not to cater to Mr. Bolton. This region probably won't include Brazil, President Bolsonaro is a Trump fan governing Brazil like Trump would do; right now he is busy burning to the ground the Amazon rainforest.
